One property. Two parcels. A legacy compounded.
Warmstone SB 9 guides the owners of California's single-family parcels through Senate Bill 9, from eligibility to strategy to sale.
The Law
Senate Bill 9 allows qualifying single-family properties to be split and developed with additional homes. By right.
No discretionary hearings. No neighborhood appeal. For owners of larger parcels in Montecito, Santa Barbara, and the surrounding coastal communities, the law can materially change what a property is worth. The UC Berkeley Terner Center estimates that roughly 410,000 California parcels gain new development capacity under SB 9.
The law offers two instruments. Two homes on one parcel, or two parcels where there was one. Both are ministerial. No discretionary hearings. No CEQA review. For a developer, that is a fast track to building. For an owner, it is optionality that did not exist before.
Eligibility is parcel-specific. Fire hazard severity zones, historic districts, lot configuration, and local ordinances determine what is possible on a given property, and the answer rarely appears in an online search. It comes from direct experience with the process.

The Practice
Counsel first. Transactions when they serve.
Every engagement begins with the SB 9 Portfolio Assessment. A review of your property or portfolio. Parcel-by-parcel eligibility, initial opinions of value, and a written strategy memorandum.
SB 9 Eligibility Assessment
What your property qualifies for under state law and local ordinance, parcel by parcel.
Lot Split and Development Strategy
The realistic path, sequence, timeline, and economics, before you commit capital.
Broker Opinions of Value
What your property is worth as it stands, and what it could be worth split or developed.
Ongoing Portfolio Advisory
A standing advisory relationship for every question across your portfolio.
Disposition and Transaction Representation
When the right answer is to sell, the firm represents the sale.
The Model
One family. Four parcels. A strategy in market.
At Castle Bluff Estates in Arroyo Grande, the firm is bringing two parcels to market with SB 9 capability at the center of the value story. It is the practice's model of advisory, disposition strategy, and sequential sales, applied for one family.

The properties differ. The standard does not.
The Advisor
The first SB 9 lot split in Montecito. Executed as an owner.
Elihu Bogan guided his own property from a code enforcement matter through a legal lot split to a multi-unit redevelopment, and sold the result. He is a licensed real estate advisor with Warmstone Advisors and a licensed general contractor. He leads the Warmstone SB 9 practice.
